E3 Program to Cease Operations in Summer 2023

Philadelphia - The Philadelphia Youth Network (PYN), in alignment with the City of Philadelphia – Office of Children and Families and Philadelphia Works, will end investment in the E3 service model effective July 1, 2023. This decision comes after a multi-year review of the program and the result of efforts to realign funding to meet the current needs of the city. All three organizations will continue our joint commitment to supporting Philadelphia’s youth and young adults through a variety of alternative program models and system interventions.

Initially established as part of the Department of Labor Youth Opportunity Grant initiative in 2000, Philadelphia’s original E3 Power Center Model expanded to serve multiple communities across the city. After its initial investment, leaders in Philadelphia made a commitment through a blended investment approach to expand the E3 model into a comprehensive set of services that provided access to academic preparation, alternative secondary credentials, and wraparound supportive services.

PYN, Philadelphia Works and the City’s Office of Children and Families will support the seven program providers through a close-out period ending June 30, 2023. During this time we will work in partnership to ensure young people currently connected to services achieve expected outcomes or are referred to a program or partner who will be able to support their goals moving forward.
