The Philadelphia Youth Council is a legislatively mandated committee of the Workforce Investment Board (WIB). Youth Councils and WIBs are authorized under the federal Workforce Investment Act of 1998 to oversee workforce development services and activities in each local area that receives funding under the Act. The mission of the Philadelphia Youth Council is to provide leadership and advocacy in support of Philadelphia youth. To this end, the Youth Council is charged with the responsibility to oversee youth funds and activities authorized by the Workforce Investment Act, and to build a youth development system that aligns the City's diverse youth-related funding streams in ways that reflect a citywide consensus on effective youth practice and programming.

Specifically, the Youth Council's primary areas of responsibility include:

  • Setting the vision and recommending policy for a citywide youth development system;


  • Aligning and leveraging resources to promote improved academic achievement and post-secondary outcomes for youth;


  • Assisting the Philadelphia Workforce Investment Board to bring a youth development perspective to the City's youth employment and training programs;


  • Connecting youth development with citywide workforce and economic development efforts and needs;


  • Preparing the youth portion of the local Workforce Investment Plan for Title I of the Workforce Investment Act; and


  • Setting standards for selecting providers to receive funds allocated under Title I of the Workforce Investment Act, and recommending recipients of these funds to the Workforce Investment Board.
