Philadelphia 's
Workforce Investment Act Funded

YouthWorks Programs

YEAR-ROUND Program Descriptions 2006-2007

Year-Round YouthWorks programs engage almost 1,300 fourteen to twenty-one year-olds in activities that provide career and college exposure and reinforce the connection between academic and post-secondary success.

These programs are funded by the federal Workforce Investment Act and overseen locally by the Philadelphia Youth Council, a committee of the Workforce Investment Board. YouthWorks is administered by the Philadelphia Youth Network, which contracts with and provides technical assistance to over 40 youth-serving organizations to deliver direct program services in accordance with citywide standards.

The links below describe the year-round programs that will operate through August 31, 2006.

In School Youth Programs

Year-Round In-School Youth Models. The Youth Council's approach to programs and services for in-school youth is designed to help youth to improve academic outcomes and prepare for work, post-secondary education and/or advanced training through the development and/or enhancement of relationships among employers, postsecondary education institutions, youth providers and the schools creating opportunities for young people.

Experiential College and Career Exposure
An experiential and intensive college and career readiness model that promote basic college and career readiness, foster work ethic, and build self-esteem with a fully integrated educational mentoring program to prepare ISY to graduate and enter post-secondary education or employment.

Healthcare
A replicable model for school industry partnerships that exposes youth to high-growth areas and supports credential attainment through linking a hospital or health care agency or consortia thereof with a secondary school partner that has a School District of Philadelphia approved Health Program/Academy. The program is designed to provide mentoring, job shadowing opportunities and health-related internships.

Out-of-School Youth Programs

Year-Round Out-of-School Youth Models. The Youth Council's approach is to provide a continuum of services for out-of-school youth designed to assist youth in attaining a high school diploma or its equivalent, and viable employment in a growth industry. This approach involves access to comprehensive services and supports through comprehensive program models that utilize referrals; build on the expertise of organizations effectively delivering subsets of services; and supplement alternative education models like Educational Opportunities Programs with wrap-around services and supports.

Pre-Education
A topic-based, experiential, and intensive Job Readiness Training (JRT) and literacy-rich model that promotes basic work readiness and work ethic, builds self-esteem, and improved literacy and numeracy level gains. Upon successful completion of the experiential learning experience, participating youth are placed in viable employment and GED or diploma programs, with an enhanced skill set.

Alternative School Expansion
Provide wrap-around services, in addition to the comprehensive services provided in the accelerated programs, to increase the likelihood of graduation and transition into college, occupational skills and meaningful employment.

Immersion College Bound
To support out of school youth who are pursuing or have obtained a GED in successfully transitioning to college and meaningful employment.

Experiential Job-Readiness/GED
A topic-based, experiential, and intensive Job Readiness Training (JRT) and literacy-rich model that promotes basic work readiness, work ethic, and builds self-esteem with a fully integrated GED program to prepare out-of-school youth to pass the GED and enter viable employment.

Occupational Skills Training
Provide occupational and employer-driven skills training while increasing individual participant’s academic skills through participation in the appropriate basic or high school level academic program including GED preparation. Youth are also provided with intensive case management and supportive services, and placed in jobs in growth industries to more effectively serve out-of-school youth within the adult employment and training system.
